I thought only the elect are under grace. This verse says "all." What does it mean, "all?"

How is every (all) person experiencing grace, though?

Oh, I missed the point of your question. Does it say that all people are now experiencing God's grace?  His favor has come (in the form of Christ) and will bring salvation to all men--that's how I understand it.
