The Lord decides who He will have mercy on and who He won't.
Rom 9:14 What shall we say then? Is there unrighteousness with God? God forbid.
Rom 9:15 For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.
Rom 9:16 So then it is not of him that willeth, nor of him that runneth, but of God that sheweth mercy.
Paul was quoting Exodus here.
Exo 33:14 And he [the Lord] said, My presence shall go with thee, and I will give thee rest.
Exo 33:15 And he [Moses] said unto him, If thy presence go not with me, carry us not up hence.
Exo 33:16 For wherein shall it be known here that I and thy people have found grace in thy sight? is it not in that thou goest with us? so shall we be separated, I and thy people, from all the people that are upon the face of the earth.
Exo 33:17 And the LORD said unto Moses, I will do this thing also that thou hast spoken: for thou hast found grace in my sight, and I know thee by name.
Exo 33:18 And he [Moses] said, I beseech thee, shew me thy glory.
Exo 33:19 And he [the Lord] said, I will make all my goodness pass before thee, and I will proclaim the name of the LORD before thee; and will be gracious to whom I will be gracious, and will shew mercy on whom I will shew mercy.
It is the relative versus absolute. The absolute is that the Lord's mercy endures all (Ezra 3:11; 1 Cor 13). The relative is that on a particular person, He decides when/who/why to show mercy for that given person - that is His rightful decision as He knows what's necessary for that person. I hope that makes sense.
