Really?: Does God have a plan ?

To whom does the following verse apply? To all humans? To adult humans only? To the called and not for sure chosen?
I'm concerned because millions of children die in ignorance, even children of the called before they have the ability to discern the facts of life. Thanks, I-Bob
Rom 1:19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.
Rom 1:20 For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse

Rom 1:18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness;
Rom 1:19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.
Rom 1:20 For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse:
To whom has God showed the truth, that hold it in unrighteousness? Not babies or little children. You must be shown the truth before you can "hold it in unrighteousness". Continue reading and you'll see more of who "them" is.

Indianabob,
There is no need to be concerned. Our Creator's plan is perfect! God's wrath is a necessary part of the ultimate salvation of all and whomever must experience His wrath are only going to benefit from it. God's wrath has a purpose and it has an end!
Rev. 15:1-4 - "Then I saw in heaven another marvelous event of great significance. Seven angels were holding the seven last plagues, which would bring God’s wrath to completion. 2 I saw before me what seemed to be a glass sea mixed with fire. And on it stood all the people who had been victorious over the beast and his statue and the number representing his name. They were all holding harps that God had given them. 3 And they were singing the song of Moses, the servant of God, and the song of the Lamb:
“Great and marvelous are your works,
O Lord God, the Almighty.
Just and true are your ways,
O King of the nations.[a]
4 Who will not fear you, Lord,
and glorify your name?
For you alone are holy.
All nations will come and worship before you,
for your righteous deeds have been revealed.”
Yes, God has a plan and it is a very good one. :)
