It looks like they built the fence around the horse!  Someone wasn't paying attention that day.

Thanks, Repottinger.  Now I'm depressed.
Just kidding.

It's very sad especially when you see the shape and depth of the mud around its hooves.  It was trying to buck that cow, and God saved the cow by raising the fence.  Let's put it in perspective:  the rails of the fence could have been barbed or spaced closer together making it hard for the horse to breathe.
