The only time I can think of a Ghost so to speak wandering around is in the OT in 1 Samuel ch 28, I think when King Saul conspired with the witch at Endor to bring up Samual from Sheol. And of course they were both shocked when old Sammy boy appeared, because God did it not them.

So there just ain't no Ghosts floating around other than the Holy Ghost, unless of course God wants one or two familiar spirits flying around for His good purpose. The real demons are in our minds.
