Title: Does God love the unbeliever differently than the believer ?

How does God love the unbeliever differently than the believer. In the parable of the lost sheep it seems that the lost sheep is the unbeliever. He will leave all the other sheep who aren't lost to seek the one that is. So God loves all right ? Could the parable also be referring to the believer as well. It seems there are believers that are lost as well in false teachings and beliefs.

God loves all.

Read or listen to Ray's paper on love.  One of the best IMO
