Virtually everything that God does He does in ways that we wouldn't do. That is why He states that His ways are not our ways and His thoughts are not our thoughts. Part of God's master plan is to have the whole world DECEIVED. That is why He has Satan "DECEIVE THE WHOLE WORLD" (Rev. 12:9).
It will be part of their Judgment experience to have been given much good and for them to use it for much evil.
