At the top and bottom of each thread there are buttons to the right...

reply: notify: mark unread...

Sometimes there won't be a reply button. I went to help, but did not

understand what they were saying.   ???  So what do you have to do to

reply when there is no reply button?  :(   ;D

First make sure you are logged in. Guests can't post so there won't be a reply button if you are not logged in.

The other reason might be because a thread has been closed by a moderator.

There are no posting permissions in the email forum so there will never be a reply button in that forum.
