Does God have free will ?

I recall an apologetics class I took years ago and the professor said that God didn't create evil, but He created the possibility of evil. Evil is not a thing. It is a
privation.

Isaiah 45:7 I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.
Amos 3:6 Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the LORD hath not done it?
Lamentations 3:38 Out of the mouth of the most High proceedeth not evil and good?
Oh and not fully understanding the use of the word privation I looked it up to learn. ;)
Quick definitions (privation)
noun: act of depriving someone of food or money or rights (Example: "Nutritional privation") onelook.com
Seems to me that the word does not apply in this context. Besides it is pretty clear, that God did indeed create "Evil." :D
